Topics and issues of the summit

​a) The Summit's Scope

Developing a shared vision and understanding of the information society, and implementing a declaration and a plan of action to be adopted by governments, international organizations, and all sectors of civil society," according to UN General Assembly Resolution 56/183.

In addition, the summit's agenda and themes were identified by a series of preparatory committees. The International Telecommunication Union's delegated conference (Marrakesh 2002) has already made a significant contribution, proposing a system with the following three goals:

  1. Making information and communication systems more accessible to all How can universal, low-cost information and communication systems be extended to all people on the planet? How will those who use ICTs be assisted in making successful use of them?
  2. Information and communication technologies as a tool for economic and social progress - and for achieving the Millennium Development Goals for emerging information and communication technologies, as well as their economic, social, and cultural implications How can information and communication technologies (ICTs) be used to advance humanity's common goals, such as those enshrined in the United Nations Millennium Declaration?
  3. Self-assurance and security by using information and communication technologies The advantages of information and communication technology can only be fully realized if there is trust in the reliability, security, and non-misuse of these technologies and networks. What measures should be taken to improve protection and create trust?

b) Summit issues

Several issues were discovered during the planning process that must be considered when achieving these objectives. Some of the problems are as follows:

  1. Information and communication infrastructure: finance and investment, usability, complexity, and long-term sustainability are all factors to consider.
  2. Information and facts are readily available.
  3. Governments, the private sector, and civil society all play a role in promoting ICTs for development.
  4. Capacity building includes human resource development, education, and training.
  5. Protection
  6. The enabling environment
  7. Encourage others to take advantage of information and communication technologies to advance their careers.
  8. It's important to think about cultural identity, linguistic diversity, local content, and media development.
  9. Identifying and overcoming barriers to the development of a human-centered knowledge society
